Hello everyone, after experimenting with various solutions and spending a lot of time researching, I finally felt compelled to share my experience because I’m still confused. Perhaps someone might be able to assist me.

The issue doesn’t happen all the time, which only makes things more frustrating xD.

Main concern: For instance, if I was using Rust and left the PC idle on the desktop for 2 to 3 hours, then returned, the problem would appear. Games would run with stuttering and frame rates would drop below normal. For example, I limited the FPS to 200 in Modern Warfare 3. If the issue doesn’t arise, I never drop below that FPS. Once it does occur, the FPS would fluctuate between 100 and 180, usually around 150, with a sudden jump.

This pattern repeats at different times: Today I turned on the computer, stayed in Rust for 10 minutes, then closed the game. After about an hour, the problem reappeared. During that time: FPS went from 200+ to 150-170, accompanied by noticeable drops and a generally "stuttering" visual experience.

System specs remain stable: CPU & GPU clock speeds are normal, temperatures are within acceptable ranges. After restarting, everything returned to normal.

PC Configuration:
Windows 11
Ryzen 7 7800X3D
Arctic Liquid Freezer II 360 ARGB Black
Asus Tuf Gaming B650 Plus Wifi
G.Skill Trident Z5 Neo RGB 32GB Kit DDR5-6000 CL30
Asus Tuf RTX 4070 O12G Gaming
1 TB Kingston M.2 NV2
2 TB Kingston M.2 NV2
Thermal Toughpower GX3 850W 80+ Gold

Tested and still happening:
- Installed the latest AMD chipset driver
- Reinstalled the graphics card driver completely
- Removed the AMD graphics driver using DDU
- Disabled fast startup in Windows
- Adjusted GPU under-voltage and set power limits to default
- Set CPU power limit, temperature limit, and curve optimizer to defaults

While the problem persists, I performed these tests:
- Same results in Cinebench with and without issues
- Same readings in CPU-Z with and without problems
- Consistent FPS in Furmark regardless of status
- CrystalDiskMark reports excellent SSD performance
- MemTest shows no RAM-related issues

The situation remains unchanged.

Which Windows version are you using?
Asus Tuf Gaming B650 Plus Wifi
What BIOS version do you have?
Remove all graphics drivers (Intel, Nvidia, AMD) using DDU.
Then reinstall the latest drivers from AMD's support site via an elevated command, such as right-clicking the installer and selecting Run as Administrator.

Hello!
I have completely removed all drivers, including Nvidia and AMD (AMD was just the integrated graphics I disabled). I recently reinstalled the Nvidia driver.

Today I spent time in Rust for 2-3 hours and after I closed the game, I didn't idle as usual but jumped into another game and the same issue happened. I'm really confused.
