Which speed test website are you checking? It's best to compare results across several sites, since one server or test can be unreliable. I typically use speedtest.net, fast.com, DSLReports, and my local ISP's speed test.

I've checked speedtest.net and Bredbandskollen, both showing the same problem. I'm open to trying other options.

It's a good idea to turn off the predictive service feature. This stops Chrome from attempting to pre-load your speedtest, which can lead to inaccurate readings.
