after restarting my pc correctly, the explorer.exe error keeps appearing even though I performed a clean install of windows 10 pro 22h2 twice using the official iso from microsoft. i have all the latest updates and drivers installed, including a 1 tb nvme ssd, 32 gb ram, i7 10700 cpu, radeon rx 640 graphics card (not 6400), and the dell optiplex 5080 mini tower with fast startup disabled. how can i stop this from happening every time?

Performed SFC and DISM cleanup using administrative privileges with no issues detected.

The error appears briefly, then disappears, but you can't capture a photo because your phone and camera aren't available.

Without understanding the problem, a solution can't be found. Earlier I encountered a problem that vanished before I could address it. I recorded it using my phone so you can skip parts and pause when needed.

I received my phone back from my girlfriend. I plan to use it to capture the screen in case an explorer.exe message appears. If I notice that message, I’ll share it.
