Issue arises with FPS decline following a fresh Windows setup.
Recently I upgraded from GTX 1060 to RX 6700 XT. The main problem is that games now stutter when I start playing, and after a few seconds the stutter disappears but minor issues remain after minutes, even though the 1060 had lower FPS. It didn’t happen with older games like GTA VC and GTA San. On FurMark there are no stutters. I tried several fixes: uninstalling old NVIDIA and AMD drivers via DDU, changing the PCIe auto to Gen3 in BIOS, unplugging the second monitor, disabling the iGPU. Later I planned a fresh Windows 11 install but still experienced stutters and noticeable FPS drops of 5-10 from what I used before. It’s really frustrating.
