I experienced this problem too—it was due to the GPU detaching from the PCIe connections. To fix it, I slightly lifted the GPU, which resolved the issue entirely. It might help removing it and using onboard graphics to verify. That confirmed it was a discrete GPU problem.
It might not be what you intended. A heavy GPU that sags and lacks proper motherboard support could cause a short when moved.
