I own a 200 W PSU from Foxin, specifically the FPS500S model. I tested it with a GT 710 running an i3-9100i, which worked fine. However, after getting an RX 550 recently, I experienced significant stuttering in games I usually played on the GT 710. I attempted all possible fixes—updated drivers, reinstalled them, even replaced the GPU and re-seated the GPU—but the issue persists. The GPU specs are listed below.
CPU - i3-9100f
RAM - 2x 4GB @ 2400 MHz
Motherboard - Gigabyte H310M M.2 2.0
GPU - ASUS Radeon RX 550 4GB
HDD - Seagate Baraccuda 1TB 7.2k RPM
PSU - Foxin FPS500S (200W, not explicitly stated).
During gameplay in Valorant, I encountered stuttering, achieving over 300 frames but frequently dropping to the 20s. I attached a MSI graph from during playtime, and my overall system feels somewhat sluggish as well.
System combined wouldn't draw all that much, at most 150w or there abouts. But there's more to do with power supplies than just wattage, how reliable and efficient it is. I agree with Lutfij.

Psu might not be related to your stutters but good chance it is. It's worth putting in a better unit anyway. Factory warranty tells the story, quality units are 7~10 years. That Foxin psu has 2 year factory warranty.
Another thing you can try is limit your fps to a level minimising cpu usage from maxing out. See if that helps, get usage hanging around the 90s most of the time.
Stutters could be linked to insufficient memory and HDD usage (better to use an SSD for the system and games).

You don't have the cheapest setup, but a poor PSU might cause issues.
The good news is that a decent motherboard and graphics card can last a while thanks to solid power components, though the HDD is sensitive to voltage fluctuations.
I suggest purchasing a PSU around 400-500 watts from a reputable brand if you don't want to make major upgrades later.
If you plan to upgrade your CPU and GPU to mid-range models (i59600+ 3060) in the future, opt for PSUs with higher capacity, ideally over 550 watts.
