I have an HP Omen 15, model ek0022nl that I bought in 2020. Here are the main specs: CPU Intel Core i7-10750H, NVIDIA RTX 2060, RAM 16 GB, SSD 1TB, Windows 10. Last time I used it to play games was a few months ago, and I remember having the same problem that I am writing to you about now. Basically, today while playing Atomic Heart (with High graphics and shadows set to Medium), I noticed that the fps keep dropping from 120-130 to 50-60 every few seconds, even in non-chaotic situations with just a few elements on screen. This problem also happened with Warzone months ago. Looking at Omen Command Center, I found out that CPU speed and voltage are extremely discontinuous, they peak downwards cyclically. I want to specify that the laptop is undervolted to -0,090v through Omen Command Center. Months ago I had the value set to -0,120v with no issues and relatively stable framerate. Then I updated to Windows 11 in August, this problem appeared and I switched back to Windows 10 and since then, the problem remained. Someone told me that it's thermal throttling but it sounds strange: the CPU while playing Atomic Heart never goes above 75°C, and even when the laptop was new it always reached those temperatures, with no fps issues. It is well ventilated, I use a base with fans and when I play I put always the internal fans to maximum. I can't understand how I could resolve this.

Why do I lower voltage on a gaming laptop? It's just used to keep things cooler, but you might be cutting off power to the CPU. Try turning that back up and see if it stays cool. You showed me CPU temperatures, what about GPU temps when we play games together?

I undervolted mostly because you mentioned controlling temps, and lots of people on forums say to do that. Thanks for your advice; I'll keep it in mind as I try to go back to normal settings. When it came to the GPU, playing Atomic Heart now with high graphics never hits over 61°C or 62°C. It stays almost steady around 60°C during all my gaming sessions. Even when I played Warzone back in September, it peaked at a certain point but never went above that mark.

My laptop screen runs at 144Hz, and I'm playing on it while it's hooked up to a 27-inch LG gaming monitor. Both the laptop and the LG screen are set to 144Hz thanks to a DisplayPort connection.

I tried turning down the power on my Omen Command Center to Intelligent mode, which changed the voltage from -0.090v to -0.065v. Now the game runs much better. You were right about this part, but I still can't figure out why undervolting is causing these problems.
