That's not causing the issue.
This is the expected behavior when operating at higher FPS with reduced settings or resolution (assuming that's what you're aiming for).
Bottlenecking is the most commonly misused and misunderstood term.

but i also limited my fps to 60 ..cpu 80-90 gpu 30-35
3d resolution is 100% 1366*768
