To check this, you can run a GPU-focused test called Furmark on both computers you want to compare and see if they give the same score. If they do give the same score, then to fix your issue, it means you should replace your CPU with one that has more power.

But I just bought a new CPU, the Ryzen 5 3600, and now I'm testing with the newer model, the 5600x. Edit: I just figured out that my graphics card only reaches a high percentage when I turn off the power-saving feature called vsync.

It's obvious that upgrading from the old 3600 to the new 5600X helps, but even the 5600X isn't as fast on one task at a time like the 12400 is when you only need to do simple work.
