Hey there, so I have an Intel i5 2310 with a base clock of 2.90GHz (turbo up to 3.20Ghz) and an Asus P8H67-V motherboard. I know you can't overclock locked Intel CPUs, but this idea made me wonder if changing my CPU ratio—any number between 16 to 32x 100Mhz—might actually let me overclock it, even though it's locked? Should I try it? Can I?

There isn't much risk to the CPU. The principle thing that you are going to run into is stability. The CPU isn't really designed to be overclocked (non-K processors). But feel free to give it a shot. But I wouldn't expect much increase in turbo boost frequency.

For a very small range, perhaps it could work. However, it's not worth the effort.

for a very small range maybe it works. But it doesn't seem worth the effort. How much of a jump is considered significant from 3.20? 3.10 hasn't reached my CPU at 3.20Ghz, would going overclock to 3.30 or 3.40Ghz really matter? what are the dangers of pushing my CPU beyond that?
