I chose the Dark Rock Pro 4 Dual Fan. Is that acceptable for this model? The PSU, what is the minimum wattage?

Verified RAM clearance and everything looks fine. Refer to the image below for reference. This cooler is capable of handling the 10700K well. I'm running it with a 3900X, 12 cores, 24 threads setup. It maintains 33°C during idle and 65°C in games at a room temperature of 19°C.

The suggested PSU for a 3060ti is a high-quality 600-watt unit.
This 600-watt rating is determined because it doesn't account for other components in your system. They recommend this value specifically for AMD Threadripper 3990X CPUs.
A 650-watt model would be more than sufficient.
The price gap between a 650 and a 750 watt PSU is only five dollars. Choose the 750 watt option.
The RM750X you picked is a solid choice.
