Adjusting settings often has minimal effect on CPU usage, but in today's games I anticipate the 1600 will maintain over 80fps most of the time without needing an overclock. I would still consider upgrading to 16Gb RAM, as it won't significantly boost FPS but could help avoid the micro stutter some modern titles experience with 8Gb.

no solid 60 @ 1080p, yes (mostly)
consider an i5 8400 build for better refresh rate gaming

It's okay at 60, but I can get up to 80 if I adjust the settings to medium or low.
Also, everything seems to be working fine in the parts—no issues or mismatches.

i'm not entirely sure, but the prices seem really high. maybe if i save a bit more, i'll get more ram later, but right now i'm okay with 8 gb.

It's better to purchase RAM as a complete set rather than separately. Buying RAM individually, even from the same brand and model, can lead to problems. It's usually fine, but not always, and Ryzen tends to be more sensitive to compatibility issues. If you choose this path, consider selling your 8GB unit and replacing it with a new 16GB kit.

I'm based in the UK, so I'm unsure about the best prices in the US. As long as it's on the motherboard QVL list, it should run at the rated speed.
