As I tested various configurations on my PC, I overclocked the CPU to 4.8ghz at 1.350v and performed a stress test with AIDA64 lasting about an hour. However, when playing games such as GTA 5 and Overwatch, it began to stutter. To resolve this, I removed all overclocks one by one and found that the last one was my CPU. I then lowered the core clock to 4.6ghz and increased the voltage to 1.360v, which resolved the issue. My goal is to reach 4.8ghz.

Question: Is a voltage of 1.360v still within a safe range? If yes, should I consider increasing it to 1.40v just to achieve that speed or should I stick to safety?

I believe the maximum voltage would be approximately 1.4 volts. This is particularly relevant with the Cryorig H7, as running a high current could cause the system to overheat.

If i went to 1.40v, would it affect my CPU lifespan? I'm planning to be about 3 years away from upgrading or changing my rig.

I think you should be okay with that CPU running at 1.4v for three years. However, as the CPU ages it will become hotter. I recommend upgrading your cooler first, since you shouldn't be attempting any overclocking on the heatsink.
