I've searched extensively for information on safe overclocking but haven't found any relevant resources. This setup is stable at 70°C, so is this a safe overclock?

Sure, graphics cards can reach up to 90 degrees, just make sure not to exceed that.

70c is fine and plenty safe as frequency will not hurt the card as long as it doesn't run too hot.
