It's clearly a hardware problem—with Ryzen, a RAM configuration mistake could trigger a BSOD.
If you're running your 9800X3D at default settings, it should operate at 5.225 GHz with 1.8 Volts.
With CL36, the RAM should function properly at 6000 MT/s using 1.3 Volts.
Have you attempted testing with just one DIMM in slot B2 (the farthest from the CPU) and then the other one?
Repeat the test with a single DIMM in slot A2 (the second slot near the CPU).
If you manage to boot and run Windows, share your ZenTimings results.
Also, if you open Ryzen Master and capture the home screen screenshot, it would help identify any unusual CPU configuration issues.
