I powered up my PC for the first time and saw the screen prompt asking to reboot or choose a boot device. Since this is my first build, I’m unsure if the Ryzen 5 5600 needs a BIOS update. I’ve heard that skipping this step could prevent the system from starting, so should I just install Windows?

Certainly. Whenever something appears on the screen, it's all good to proceed.
