And I've checked the Legacy Game Mode with GTA V, trying every fix I could come up with. After an hour of testing, nothing went wrong—very smooth. Efficiency Cores were the issue. I always manage to find the answer once I post on this forum; it feels like luck for me!

So I had to check more, but maybe I've discovered something? I was going into my bios to try disabling hyperthreading by chance. Then I noticed Legacy Game Mode, which turned off efficiency cores when Scroll Lock was active. Booted into No Mans Sky and it worked perfectly! More testing is needed, but it's a positive sign.

Did Windows get reinstalled on this machine? Using a Windows install from another system or motherboard typically doesn't work well. Were any tools or monitoring programs added? Temperatures and other metrics were reviewed?

Imagine certain games lack efficient cores or can't differentiate between performance cores. Updated or patched versions shouldn't cause problems.

Windows was just installed, actually only two weeks prior. I'm using AIDA64, MSI Afterburner, and HWINFO64 to monitor CPU temperatures. Idle temps are between 28-35 and never exceed 65.

I'm planning to test it on several different games to check its performance. I really appreciate the ability to turn it on or off with the Scroll Lock.

And I've checked the Legacy Game Mode with GTA V, trying every fix I could locate. After an hour of testing, there was no issue at all—very smooth performance.
Efficiency Cores were the problem.
I always manage to find the answer once I finally share it on this forum; it feels like a lucky break for me!
