Just got the g390ud gigabyte MMO to hit a steady 5ghz clock with an avx offset of 3 at 1.36v; I know my card isn’t great, so I had to use the avx offset. I’m sitting at 60-70 degrees and only pulling 93w from the wall max. Is that normal? They say the max TDP from the factory is 95, but I’m not sure if this is within limits. I’m using air cooling and want to see if I can reach 5.1ghz stable OC at 1.375v with a power cap of 95W on the BIOS. Is my CPU acting up? I’m pretty sure it’s something I should check.

Intel processors usually consume less energy than their maximum power rating indicates. At standard settings, you might be drawing about 65W when using Prime95. Not every processor can reach 5.1GHz.
