Not likely officially, RTM builds are tailored for OEMs and SIs to prepare their systems ahead of launch, meaning only they can access the release version before it goes out. Unless you're an OEM or SI, you won't get the build until the official release date. There should still be options if you're willing to explore the market.

Windows 11 is now accessible for Insiders via the Release Preview channel (xda-developers.com). This channel holds updates prepared for official release. Yes, the version 22000.194 in that channel qualifies as the final release build intended for non-Insider distribution on October 5. Is this version considered RTM?

It's expected, according to Microsoft itself. I've installed it on several machines to test it, and it works well across all of them—even on a Duo Core system. All the computers are up-to-date with Windows 10 and receiving updates without any issues.
