In brief I recently applied:
Microsoft NET Framework
Security Patch
Windows Cumulative update for 23H2
Then I restarted my PC.
After turning it off and back on, my browser (Opera GX) was problematic—it wouldn’t open, the process wouldn’t respond to opening, and it wouldn’t end tasks in Task Manager but stayed frozen. To fix this, I signed out and then signed back in, but when trying to sign in again it showed "Cannot Load This User Profile".
If a restart would help, I tried it and it got stuck for more than 20 minutes, so I performed a force shutdown via the power button. After turning it back on, signing in worked, but signing back in reloaded everything from the beginning, while everything looked normal except the search bar and some files missing shortcuts.
I created a new system restore point, but I’m unsure if restarting now would be safe.
There are no reported errors so far; I ran a full virus scan with Avast and found only an unusual white bar appearing when OperaGX was open.
Create a fresh local account with admin privileges.
Transfer files from C:/Users/Oldusername to the new user folder in C:/Users/Newusername. This grants access without reinstalling everything.
Sign in as the new user and use it—this avoids issues with broken accounts.
Setting up the desktop and re-logging into some programs may be necessary, depending on prior setup.
Previous experience shows user profiles can sometimes fail.
