I have reached the right conclusion based on what I understand*. Moreover, it was the only person who showed interest in my issue.
I remain uncertain about whether the board was designed for a different input voltage.

I still can't rule out the chance that the board was set for a different voltage input.
Maybe there have been cases where PCBs were connected incorrectly (blame the pandemic and pressure from an assembly line manager).

I placed the order for the case, converter, and PSU in April 2017. The business also offers preassembled systems, which suggests they were aware of what they were selling.
I have the invoice, which lists the external brick as "Seasonic 60 W/12V Level 6 AC Adapter". The internal DC converter is described as "80W DC-DC Powerboard with ATX Power Cable and DC Input Jack Cable". Because I can't find specifications online for this board and they no longer stock that model, it seems likely the voltage isn't correct.
An interesting point is that I mistakenly recalled it as 19 V. I believe I ordered it by phone, hoping to confirm I received the Seasonic power brick, since they also had a non-Seasonic version, which might have been 19 V.
In any case, it's all behind me, and I'm ready to part with it. Maybe one day I'll consider using it with a 19 V source.
