According to the tile, you can check the settings to turn on GPU rendering. I watched a video showing the process, so you should be able to follow along.

Handbrake offers OpenCl and Quicksync GPU support. Detailed instructions are available for both. These capabilities remain in Beta, meaning issues could arise.
