I own a HP 2000 notebook with an Intel Core i3-3110m processor, 6 GB RAM (4+2 GB), and integrated graphics using the HD4000. I understand that the HD4000 can be overclocked, but my Intel Extreme Utility doesn't support notbook, which means I can't enable overclocking. Can I still try to overclock my notebook's graphics card? Please advise.

Overclocking your Intel HD4000 will not allow it to do anything that it couldn't do at stock speed. There is nothing you can do, short of getting new hardware, that you can make your system perform beyond its limitations. Thus, overclocking your notebook iGPU is pointless. Better to buy something else if your system isn't adequate for you.

If Intel's software doesn't permit it, then the choices are quite restricted. Since it's a laptop, the available fixes are already minimal. Overclocking the iGPU won't make much difference.
