Are you asking about installing Windows on an external drive and booting from it? Probably not. For data transfer only, not the operating system? That could work.

I don't have anything similar. Just want to write files onto a dvd-r or a cd-r.

Even USB 2.0 meets the requirements for a DVD at 24x speed.
However, I think most users would prefer swapping the internal drive since it's more cost-effective.
