With these specifications and minimum settings, I achieve a maximum frame rate of 130 FPS in GTA V Online. Is this due to the settings?

The GTV5 performance with your setup is excellent; 165 frames per second represents a high and impressive result, particularly considering an average of 132 fps achieved on ultra settings.
