I don't have access to your Windows settings directly. Could you check your power plan in Settings or Task Manager and let me know what it is?

It depends more on the system design than pure processing power. This processor lacks many modern capabilities like AVX, so its performance isn't fully matching newer models. Not being at peak speed doesn't necessarily indicate a limitation.
