Specifically, Edge is showing up on YouTube and recently also found the Steam app doing the same thing. If the video is set to its usual small size in Steam, you will see a strange blinking flicker around the edges of the tab or window. Switching to full screen clears that problem right away. Usually, when I move my mouse over the video, these glitches disappear for a split second and then come back a few seconds later. On YouTube, if I turn off hardware acceleration, it stops working. I haven't been able to stop this in Steam unless I switch to full screen mode. There is no problem with games, Netflix, Amazon Prime, or other players; just not anything else. I can't figure out why this started at any particular update level. I have the newest graphics drivers for my 3070 card and the latest public updates on Windows 11, nothing beta or special. Is anyone else having this issue? It happened recently, like last week or so.

You could also try going back to older drivers just in case.

Same thing happened when I added a second monitor to my setup recently. While playing CSGO, everything stopped working. Suddenly, there were blinking lights and stuttering. I looked around online and learned that updating the drivers would fix it. After I updated them and tried on fullscreen mode, it was all good again. You could also try going back to older drivers just in case.

I took this into account. I can't be 100% sure the new drivers made things worse, but something happened around the time I upgraded to the very latest version. Just using the most recent driver didn't seem to fix anything.

If it's a problem with Nvidia, I'll just try to fix things without searching online first. Do you think this is related to Multi Plane Overlays?

So if you put things like Afterburner or Riva on top of your screen, they won't run right? Will those in-game overlays get messed up by these scripts too? I don't really want to touch my computer's registry files though, but the flickering is a bit annoying.

I'm looking at my phone now, but I'll stop checking it when the weather clears up. It could be just a little later than today. I might get that wrong too.

I tried the MPO fix and nothing worked. I need to check Steam again. Just for testing, I downloaded Chrome and it doesn't seem to make artifacts in YouTube like Edge does. If I use theater mode or full screen there are no issues. Only when using the default view and only on the sides or bottom of the playing video is there a problem. Even if I open Task Manager over the top of the video, it's not an issue. IDK if that helps, but this really is annoying. Edit: Not to worry, I can do this in Chrome too. It started almost right away after I signed up. This makes me wonder about some extension or something similar.

I forgot to check... Try restarting your computer normally and see if things get better. Make sure you read the steps carefully and don't turn off any Microsoft services or Windows won't start right. https://support.microsoft.com/en-au/help...in-windows It doesn't delete anything, it just stops non-Microsoft programs from starting easily. If that fixes your problem, you might need to restart the programs you stopped until they all work again.

So I turned off MS services and disabled all startup items. Windowed video is still flickering a little bit when my mouse moves on or off the screen. That used to be okay before. It got really bad when Samsung Magician said it wouldn't start. I don't want to blame hardware because my graphics card is still covered under warranty. Right now, I'm thinking about doing a clean OS install just to see what happens. What's weird though is that the system plays games and full screen video works fine. But windowed video just keeps glitching.

I think it is probably too soon to tell if this fix works for everyone. I've mostly just been working on startup stuff, and there are a lot of settings turned on that might make things complicated or change how things work. I took out Samsung Magician entirely because the problem didn't happen after that, so nothing weird came up yet. I'll let you know when I'm done. Thanks @Colif for your suggestion. I haven't used one of those tools in a while.
