Our internet gets 36mb when we get it, but if you try to download COD updates or even try to unlimit, nothing works. The server might just be busy, and if you pause then resume downloading, your speed drops to less than 1mb while the game still shows 4mb. It feels like my PC is slowing down our whole home internet, not by making the download rate worse.

Your internet provider says the speed is in bits per second, while your game shows megabytes. That's a big difference because 1 kilobyte isn't really 8 times faster than 1 bit. It's easier to think of it this way: when you download something, some data gets wasted on the network just to get through. So even if numbers don't match perfectly, it's totally normal and not a problem.
