if not, then my mouse came defective.
I bought a mouse 'Thunderobot ML701 Wireless' from aliexpress, hoping that I could use it on CS:GO, but it happens that the mouse is a complete crap in-game, with a lagged camera control and such.
if there's no red light on the bottom, does it mean that the mouse is defective?
in a general manner, it works, but for games it's useless.

The mouse requires that red dot in order to function properly; without it, it wouldn't operate effectively. It can appear very faint and difficult to detect. If it operates and is an optical mouse, it will emit the red light.

It appears to be an optical mouse, so you're unlikely to notice the characteristic "red glow" of a laser sensor, though there might be something visible. If I adjust my mouse slightly (Razer Basilisk Ultimate), a faint red light becomes apparent inside, but it's hard to see from most angles. Overall, I'm not sure if it's broken—it could just be a low-quality product.

Yes, I bought it from aliexpress for U$32.37, actually, a white version... i think I got bamboozled, thanks for the answers
