Can you find a method to put your PC to sleep without waking up when you move the mouse or touch the keyboard, and it should start automatically when you press the power button?

It seems you need to turn off the feature that wakes up the system from USB devices in BIOS.
EDIT: Another option is to use Device Manager in Windows to achieve the same result (simple).
Proceed with the following steps;
Navigate to Device Manager
Expand the keyboard section
Right-click on the keyboard driver and select properties
Move to the "Power Management" area
Uncheck the "Allow this device to wake the computer" option

You should investigate that first. A buzzing noise from a power supply isn't something to overlook.

You must decide whether to shut down, sleep, or hibernate. Powering down is straightforward. Sleep activates the machine through various inputs, while hibernation merges these functions and only restores power when the power button is pressed, or when the laptop lid is opened (though this isn't available on all models, like HP).

In Device Manager, you can remove the Wake option for those devices.
