I've encountered a problem where I frequently wait nearly two minutes, and sometimes much longer, to load in:
PC Specifications:
CPU: E3 1270 v1
GPU: MSI GTX 970 4GB
RAM: 16GB DDR3
SSD: SILICON POWER 256GB (AHCI MODE) - CS:GO is stored here
My available launch options are -
-novid
-d3d9ex

Is it just one game or several? I haven’t played CSGO, but if it feels similar to the original, can you design your own LAN game and check if loading into a map is just as slow? To eliminate internet issues? If CSGO still lags in loading times on LAN and other games are slow, it might point to an SSD or Windows condition. Which Windows version are you using? How much space remains on the SSD and what are the CPU temperatures?

Only CS:GO, I haven't played the lan game.
I'm running Windows 10 with 70GB free space, and CPU temperatures are around 70 degrees during heavy use.
I'll share more details once I test my own server, but I'm not able to do that right now.

Sorry, during the launch of the lan game, it seemed to take longer than the actual matchmaking games or about the same duration.

In that case, do you have a spare hdd to test a fresh Windows install on?
Other things to look at and try is uncheck startup items in task manager to narrow down possible culprits. If you have 3rd party antivirus software, check it's settings for anything game related enhancements or other tweaks they sometimes offer without you knowing.

I use a 1TB HDD for all my large games, keeping everything else in Task Manager except the mouse software which is turned off. I don’t have any antivirus software installed, only the Windows firewall and not defender. I turned on Trim for my SSD and my boot times are around 15 seconds. I’ve noticed that enabling +cl_forcepreload 1 can speed up loading by preloading maps before a match starts. I also have multicore rendering and Boost Player Contrast active, while the rest remain disabled or on low settings.

I'm not sure, taking about two minutes to load clearly isn't correct with any launch commands.
