You can adjust several configurations to improve Ark's performance. There are also some command and launch codes available.

What exactly is needed? When increasing the graphic settings, the processing shifts more to the GPU than the CPU. I run GTA V on everything Ultra with a Ryzen 7 3700X and 5700X. My GPU usage reaches 99%, while my CPU only uses 20%. In games, the GPU becomes more critical at higher settings. When lowering the resolution, the CPU handles more of the workload.

Settings can be handled using Youtube, but the command line operations for enabling all cores and resetting Shaders require me to check when I have access to what I previously shared with a friend. If I locate it, I'll message you.

First of all, it was just a joke. Second, I do other tasks that require more CPU power, like video recording, editing videos, browsing the internet (it's not really a heavy load), and I also intend to get into 3D modeling and possibly audio editing.

Your CPU should handle editing and rendering tasks adequately, while your GPU isn't suitable for rendering work.

It's not the main issue. The real problem lies elsewhere, specifically with a Raspberry Pi connected via a 2080 Ti connection.
