To activate Whisper Mode on the Nvidia App BETA, locate it in the app's replacement files and enable it there.

What was the origin link or website for the downloaded Nvidia App BETA?
Are you certain the website is genuinely from Nvidia?
Just because "Nvidia" appears in the path or URL doesn’t confirm it’s the official site.
Please verify the source website is indeed Nvidia.
Also confirm the downloaded file matches your build.
Keep in mind, the BETA version is for testing and might have bugs or be incomplete.

Click the "Learn More" arrow.
At the conclusion of all the "whistles and bells" text and images, you'll find:
"Just Getting Started
We will be incorporating the remaining features from the NVIDIA Control Panel, including Display and Video settings. We'll also be integrating several attributes from GeForce Experience and RTX Experience, such as GPU overclocking and driver roll-back. During the NVIDIA app beta, GeForce Experience and the NVIDIA Control Panel will remain available.
Not every feature will be included in this transition, though. Our main aim with the NVIDIA app is to improve the user experience, enhance client performance, and lead in RTX innovations. To reach this goal, we've chosen to remove a few underused features, particularly where better alternatives exist.
This removal includes Broadcast to Twitch and YouTube, sharing Images and Video to Facebook and YouTube, and Photo Mode 360 & Stereo captures. Simplifying the feature set allows the NVIDIA app to install in half the time, provide a 50% more responsive interface, and use 17% less disk space compared to GeForce Experience.
We invite you to download the new NVIDIA app beta today. On our beta roadmap, we intend to add AV1 support for Shadowplay, additional DLSS controls, more overclocking options, and further improvements. Please let us know which features you'd like to see next. We're keen to hear your suggestions through the app. Stay tuned for further updates about the NVIDIA app on GeForce.com."
Especially note the second paragraph. However, the release being Beta could change if enough users express concerns about something.

Thank you, it didn’t mention whisper mode, so I wasn’t certain if anyone knew about its availability or not since it isn’t specifically stated here. As it’s BETA, I assume it’s not confirmed. Cheers!
