The one receiving the smallest rating is being given that assignment.
It did drop significantly with my hard drive speed, even though it matches what I had before. Do you know a reliable place for an honest review?

The lowest rating sets the overall system score. While my performance averages around 7.9, HDD's is much lower at 5.9. This means the starting score stays at 5.9 no matter the other results.
There isn't a single spot to get a complete performance score for your computer. I wouldn't rely on any service that claims to provide such a rating. It's better to run tests yourself—compare your old and new PCs. Consider checking HDD benchmarks like Crystal Disk Mark, CPU tests using 3D Mark or PC Mark, GPU evaluations with the same standards, and RAM speed.
