Windows isn't the best method for assessing a computer's performance. It was phased out following Windows 7. Your speed might be limited by the hard drive's capabilities.

Use actual benchmarks and check real scores against verified results. Compare your i5 and 970 to other users with similar hardware. You can find more info at http://www.3dmark.com/. Installing 3DMark11 is a good way to do this.

The lowest rating sets the overall system score. While my performance averages around 7.9, HDD's is much lower at 5.9. This means the starting score stays at 5.9 no matter the other results.

There isn't a single spot to get a complete performance score for your computer. I wouldn't rely on any service that claims to provide such a rating. It's better to run tests yourself—compare your old and new PCs. Consider checking HDD benchmarks like Crystal Disk Mark, CPU tests using 3D Mark or PC Mark, GPU evaluations with the same standards, and RAM speed.
