Running an i7 9700k @ 4.6Ghz at a constant 1.3v, under load while playing Battlefield 1, the Vcore drops slightly. This is my first overclock and I wanted to confirm it's okay. Please see the attached image. Thanks.

these measurements are solid under present conditions, with maximum output consistently reduced during idle time.

The Vcore fell to 1.304 while playing bf1. It remains at 1.312 when using the desktop. Is this a typical drop during loading?

Sure, the results can change depending on the motherboard, load line calibration adjustments, and the tasks being performed. Running a demanding program like Prime95 might cause even more significant drops.

It doesn't significantly drop during the Intel Burn Test, but in real battles it reduces to 1.304 consistently. I wonder if it's safe to go that far and whether it will hurt performance in games.

Is 1.3V the minimum stable voltage you can achieve? It looks a bit high for 4.6 GHz. Also, a 9700K will automatically adjust to 4.6 GHz on all cores with default settings, so you haven't really pushed it overclocked yet.
