Something is off.
Hardly likely to have both a cpu at 99% and gpu at 99% at the same time.

When moving around casually, like in Ghost Recon, the CPU fluctuates based on the situation. It can drop to 70% or even 85%, but this happens without any action, enemies, or explosions. However, when I start shooting intensely, scanning everywhere or encountering enemies that cause smoke or fire, the CPU rises and stays at 99%. The GPU never drops below 99%.

When discussing cpu%, does it refer to the entire processor or just one thread? You can gain a clear understanding of a game's CPU usage by checking the Task Manager. Choose the performance tab and click on the CPU graph to identify logical processors.

I tried RDR2 with ULTRA settings, 1440p resolution, and kept the CPU usage under 50% while the GPU ran at 99% most of the time. I got a solid average of 45-50 FPS, which was different from my first playthrough. DLSS really helps when it's enabled. On GR Brekpoint, all CPUs stayed at 100% regardless of changes... What does this suggest? Could it mean RDR2 is more optimized than GRB? I believe the graphics in RDR2 are significantly better or more demanding than those in GRB.
