It might be an original equipment manufacturer (OEM) key mentioned earlier. You and others may apply it to the laptops or desktops already running it, but it won't work on any other device.

Laptops typically include recovery files for reinstallation. These are obtained from the system recovery partition. If a different installer is used, it must perform an activation step that verifies whether the key is already active through an online check. Perhaps this is the reason.
