Is it typical that when the preferred refresh rate is adjusted to the highest available with application control enabled, the gameplay changes noticeably? With application control the inputs feel quicker, like in Rocket League, making you more responsive. However, at the highest available setting, the controls become slower and mechanics feel more precise. Should these differences remain consistent?

CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:

Include the age of the PSU along with its make and model. BIOS version for your motherboard at this time.
Application control makes the controls much faster, for instance in Rocket League, and I am less mechanical. But with the highest settings available, the controls are slower and I have better mechanics.

Should these be the same or not?
You answered your own question, actually, through testing.
