Is the newly built device failing to start?

Everything is brand new, thank you very much.
Before trying to turn on the system, I set up the M.2 NVMe SSD, installed two RAM sticks in slots A1 and A2, placed the CPU, and connected the CPU cooler. Then I connected the 24-pin ATX power cable and the 8-pin ATX12V power cable. When I powered on the PSU, the motherboard lights came on, but using the System panel header (PWRBTN# and GND) to power the board failed—no response from the CPU fans or any other action. I also tried manually pressing the power button with a screwdriver, but it didn’t work either.
TLDR: PSU connected, motherboard illumination activated, but PC fails to boot via power button.
Steps taken:
1. Fully removed the CPU cooler and verified CPU orientation and condition.
2. Reconnected CPU fan coolers to the correct pins on the motherboard.
3. Removed RAM one at a time to test.
4. Confirmed all power cables were securely plugged in and oriented properly.
When pairing memory in A2 and B2, it's best to avoid configurations that might prevent a boot. Without boots, I usually opt for a bench build—constructing it on my desktop using cardboard or the motherboard’s antistatic wrap. This approach simplifies part replacement and removes the board from typical troubleshooting concerns like shorts or faulty start buttons/cables. It also provides clear visibility that connections are correctly placed.
