The cooler I own is one of the top air coolers on the market. If it doesn't meet your needs for OCing, should I consider switching to a water cooler?

For real-world use, new Intel chips are often pushed to higher speeds. Go all the way up to 100 degrees if needed. You can then adjust them for quieter operation. However, you might still choose to push them on despite your preference.

So to sum it all up: I should buy the following parts:
14900K
DDR5 RAM
New PSU
Z790 System board
---------------------------------
And my cooler is good enough so no need to buy a new cooler....

Do you tend to feel anxious about temperature changes?
Would you prefer consistently warmer conditions around 80 degrees or higher?
If so, would you refuse to adjust the system's performance settings?

I would simply let everything function without any changes at first... and later decide whether to modify the CPU.
Another question: I noticed that some batches of the Be Quiet dark rock pro 4 coolers don't include an LGA1700 mounting bracket. I opened mine to check if it's part of the package, here are some photos:
