My laptop isn't turning on...The fan spins briefly before stopping...The HDD light appears and the charging indicator is lit with a white light...When I press the power button for a long time, the charging port LED flashes after ten seconds. I've replaced the CMOS battery, removed the laptop battery and RAM, but it still won't power up. This issue began when I realized the Bluetooth wasn't working. I turned it off and now it doesn't function properly.

Welcome to the forums, newcomer!
This problem started when I noticed that the Bluetooth is not working. I switched it off and now it doesn't work
Remove the Wireless module from your laptop and see if you can power up the laptop.
Ideally you're advised to discharge the laptop by;
Disconnecting the laptop from the wall, then disassemble the laptop, remove the internal battery, then remove the stick(s) of ram. Press and hold down the power button for 30 secs to drain any residual power. Use an eraser on the gold contacts of the ram sticks to clean them, remove eraser lint then reseat the ram(s). If you have two sticks of ram, work with one stick first and attempt a power with the external power source, only.
If the laptop has ram soldered onto the board, you don't need to reseat the stick of ram(leaving it out).
Chances are that the laptop's motherboard might've developed a short or your BIOS for the laptop is corrupt.

I performed this task... There is both an internal and external RAM. After removing the RAM, the power LED continued to flash for 10 seconds. I also observed that the CPU heatsink paste has dried out, so I need to find a replacement paste and will post an update here.
