My room temperature is above 32°C with stock fan; the i7 gets warm to 63°C sometimes and the PC crashes. I'm using Windows 8.1. Is this too hot? Should I buy a cooler for the CPU? Will the temperature drop with a better one?

Temperatures will drop more with a better cooler, but that isn't the main issue. Running at 63°C under full load on a 4790k is actually quite good with a stock cooler. If 63°C is your idle temperature, then upgrading to a better cooler would be beneficial.

I was using Photoshop for hours, then started uploading all the files to Google Chrome, which caused it to crash. After rebooting, the temperature came back to 63C, and the PC crashed again 2-3 times when I did the same action (uploading to Chrome).

To manage the high load temperatures from your crashes and the 63c temperature after failure, you should look for an aftermarket heat pipe air cooler that fits near the top of coolers. Do you need to find one that fits any case you have?

The crashes don't seem linked to heat issues. Your CPU shouldn't shut down automatically if it doesn't hit 75-80°C. A temperature of 63°C during medium load is still acceptable for a 95W CPU in 32°C ambient. You might consider an aftermarket cooler to improve cooling, though I'm not sure if that's the main problem. Could you share your power supply, graphics card, and motherboard details? Also, what are your graphics card temperatures?
