You may keep GPUZ running in the background to monitor the game, or apply MSI Afterburner for enhanced performance tracking.

It might be caused by crossfire issues; consider turning it off.

I kept the original settings because the stock clocks are fine; overclocking isn’t needed. The drivers are up to date—downloading the latest AMD Catalyst is unnecessary unless you need the beta features.

The newest version 14.4 works well for you, that's what I'm relying on... Are you referring to Watch Dogs? The game includes a repair feature in uplay? It's possible your system has encountered an issue...

Have you attempted to fix the game directly?

It's 14.4, and I've fixed the watchdogs, but nothing seems to improve.

There are likely some updates released by Ubisoft that could resolve the issue... these are verified patches from the company, so look them up on their site or relevant forums.

Ensure you're running the most recent patch for the game and the latest beta drivers, as those provide improvements for watch_dogs. The current AMD catalyst version 14.7 is recommended. Keep buffering at three or fewer frames max, and enable temporal SMAA in the settings. Watch_dogs remains a performance challenge, especially at high resolutions or with MSAA set to 8x.
