You won't cut costs on your PSU because it's essential for the system's performance. I recommend sticking with the Corsair unit you have in mind. As mentioned before, you should consider a dual channel DDR5-6000MHz RAM kit that includes AMD's E.X.P.O to maximize your setup. If I were you, I'd skip the aftermarket cooler since the Ryzen 7600 comes with its own built-in cooler. You can save later and then upgrade with an aftermarket solution.
It is seen as a basic model. Even less appreciated than the 100-250 volt variant. Not a poor power supply, but not exceptional. Future GPU upgrades should mainly consider the newer ATX 3.0 standard. Since it hasn't been tested recently, any updates to the system or parts remain uncertain.
