Go down to Tier-E, it could be the source of your problems.
Additionally, I recommend trying DDU, disabling all GPU drivers (Intel, Nvidia, AMD) in Safe Mode, then reinstalling the newest GPU driver from AMD's official site via an elevated command.
Note: If you need, the difference in FPS in games is roughly 100 frames lower than expected according to benchmark videos.

This processor is cooled by the mentioned product. It's a dual fan CPU cooler, and the case features a Kolink Inspire K9 ARGB design.
In CS2 on medium-low settings I experience roughly 20 fewer frames per second.
Based on this, I expect around 200-300, but I'm actually receiving 100-200.
I wouldn't be surprised if the motherboard is limiting your clock speed to prevent overheating. It has no VRM heatsinks and its VRM design isn't very good. How much space do your storage drives take up? Are you using an SSD or HDD? I'm also looking for a better PSU. That one is a poor quality product.
You need to perform extensive checks to determine why your computer slows down. Run HWMonitor in the background while playing a game. Look at the maximum CPU clock speed, CPU temperature, average and peak GPU load, maximum GPU clock, and RAM usage. This helps identify if the issue is due to CPU or GPU limitations. For instance, if GPU usage is low but CPU temperature is high and the CPU doesn’t hit its boost speed on any cores, it suggests overheating causing throttling. Also verify that your GPU is placed in the top PCIe slot, not the bottom one.
