Is Steam functioning properly?

I believe the steam service is inactive, though I'm not certain. I've already attempted to connect via the app and in Chrome, but the site doesn't load. Are others experiencing similar problems? I'll include screenshots below.

Wow, I didn't realize Steam was affected globally, not just in one area. Usually it's only certain regions that go down at once. Something is definitely wrong.
