Would it be worthwhile to purchase Rainbow Six Siege from 2019? Or are there other games available for 16€ or less on Steam?

It's really too late to respond, but it's still good. Each season brings in two new characters (operators). They have clear paths that should last another six years. It's still pretty enjoyable now, around late 2019. I suggest getting the Standard Edition if you're just beginning. The Starter Edition isn't worth it.
