I own an I5 6600K with Cooler Master 212X and Gigabyte Z170MD3H cooling. I'm considering a GTX1060 AMP edition and my SMPS is Corsair CX500. I'm wondering if ignoring the processor and GPU would pose any risks.

Doable, yes. But the Corsair CX isn't a high quality PSU. The CX line is their low-end. And the 500W isn't much headroom for OC'ing both the CPU and GPU. The 38A/456W +12V rail is a bit light. Might get some voltage drop that could ruin your OC.
