Two years ago I sold my console to move to PC gaming with 60 fps. At that time, my setup included a Core i7700, GTX 1060 with 6GB VRAM, 16GB RAM, and an SSD. It was sufficient for most games at medium to high settings, and even now it still works well enough. The first thing I noticed was that most games experience microfreezes, something I hadn't experienced on my console before.

Stuttering is typically a brief cpu overload.
Improving single-thread speed is often the solution.
Your i7-7700 scores around 2490 in single-thread passmark ratings. That's decent.
On your motherboard, an i7-7700K would score about 2769.
A current i7-10700K reaches 3035.
The highest I've recorded is 3693 for the upcoming 5950X.
Similar results are expected from upcoming Rocket Lake chips.
Another potential reason for stuttering is the storage device. If a game requires access to a drive or needs to save a checkpoint, an SSD can handle it roughly 40 times faster.

Are you adjusting performance beyond normal limits? What are the specific types of your storage devices? Would experiencing similar delays occur when using Unigine Valley? Perform a UserBenchmark and share the outcome link.

WDC WD5000LPLX-00ZNTT0 and PLEXTOR PX-128S3C.
There were definitely a few stutters. What is strange is that there were no stuttering in Furmark test.
I don't know how to properly post results.
But that's what i got in the end (my windows is actually 10, dunno wtf it showing like i have 8):

I also tried both, and the videocard is fine. I tested my PC with various GPUs and still had stutters. My CPU gets hot during the AIDA stress test, but it doesn't overheat in games—usually around 65 degrees. I also experience freezes even when the CPU is only at 50 degrees. So it seems the CPU isn't the main problem either.

Recorded the moments when it stutters (down to the minute). Exited the game and reviewed the log to understand what each component was doing during stuttering or shared a link to the log file for further analysis.

GTX650 TI BOOST. I understand it's a weaker GPU, but I've tried it in older games that are struggling with my GTX1060 as well, and in a few more recent titles it causes lag in similar situations. For example, in Borderlands 3 I experience stuttering every time I open inventory, which is noticeable even at 30 fps.

Executed manufacturer utilities for all hard drives to assess their condition. Did HWiNFO64 provide any insights?
