Safe mode activation indicates a likely issue with your Windows setup that's causing thermal throttling without using Throttlestop. You can either perform a Windows reinstall or manage Throttlestop separately.

The issue was with the Windows user account, but the new username is functioning correctly.

When this occurs again, capture a screenshot of ThrottleStop with Limit Reasons enabled. If the BD PROCHOT indicator turns red, it usually means a dirty or failing sensor on the motherboard. This issue is frequent and recurring. The best long-term fix is to use ThrottleStop to block the BD PROCHOT signal. Avoid spending time or money on a new or refurbished 7700K or another motherboard. It’s simpler to resolve the problem with ThrottleStop.
